The Building Safety Act continues to redefine responsibilities across the construction industry, placing a permanent spotlight on fire safety, duty holder accountability, and documentation.

The Building Safety Act, which came into force in October 2023, was introduced in response to the Grenfell Tower tragedy and the Hackitt Review. Its goal is to make buildings safer, especially high-risk residential buildings and to ensure that safety decisions can be evidenced.
Despite its roll-out over several phases since 2022, sector confusion about the Act persists. Just 20% of experts, per NBS’s 2024 white paper, feel “very clear” about duty holder obligations for Higher-Risk Buildings (HRBs).
But with the transition period for HRBs finally complete and Gateway 2 now an outright regulatory “hard stop,” there’s little leeway. Schemes cannot go ahead without complete endorsement by the Building Safety Regulator, and Gateway 3 also involves digital handover documentation in pursuit of building occupation certificates.
